Overview:

The USAID/Iraq Monitoring, Evaluation, and Learning Activity (IMELA) will deliver a comprehensive range of monitoring, evaluation, and learning (MEL) services to support evidence-based decision-making for USAID/Iraq. These services may encompass assessments, performance and impact evaluations, third-party monitoring, data quality assessments (DQAs), and specialized studies.

The Senior Finance and Administration Manager (SFM) will oversee the financial, administrative, and logistical functions of the USAID/Iraq Monitoring, Evaluation, and Learning Activity (IMELA). This position is key to ensuring efficient project operations and full compliance with USAID and IBTCI regulations. Responsibilities include financial management, procurement, HR oversight, logistics, and reporting. The SFM will work closely with the Chief of Party to set up project offices, manage day-to-day operations, and ensure the project achieves its deliverables on time. Candidates should have substantial experience in managing donor-funded projects, preferably in Iraq or similar non-permissive environments, and possess strong leadership and communication skills. Fluency in English is required, with proficiency in Arabic preferred.

This position is contingent upon award and will be based in Baghdad or Erbil, Iraq.

Responsibilities

Essential Duties/Tasks and Responsibilities:

  • Lead and supervise finance, administration, and logistics staff to ensure smooth project operations.
  • Oversee financial management processes, including budget tracking, financial reporting, and cash flow management, ensuring adherence to USAID and IBTCI policies.
  • Prepare and submit timely financial and administrative reports in compliance with donor and IBTCI requirements.
  • Manage all aspects of the day-to-day operations of finance functions in the project office.
  • Provide logistical support for project staff, consultants, and field operations, including travel arrangements, event planning, and procurement of office supplies.
  • Organize events and meetings related to the project, including procuring venues and arranging logistics.
  • Serve as the HR Point of Contact (PoC) for the IBTCI project office.
  • Work closely with the Chief of Party and technical teams to ensure operational support aligns with project objectives.
  • Prepare and submit timely financial and administrative reports in compliance with donor and IBTCI requirements.
  • Other duties as assigned.

Qualifications

Minimum Requirements:

  • At least eight (8) years of experience working in finance and administration in developing countries, preferably in Iraq.
  • Proficiency in commonly used financial management and accounting software (e.g., QuickBooks and Microsoft Office Suite, etc.) Proven experience serving as a senior finance manager with a reputable NGO or development contractor on USAID-funded projects.
  • Thorough knowledge and understanding of professional accounting principles, theories, practices, and terminology (private sector, governmental, and nonprofit) and an ability to understand accounting practices and procedures; to analyze data, narrative reports, and workload flow charts, etc.
  • Fluency in written and oral English required.

Education:

  • A minimum of a Bachelor’s degree in Accounting, Auditing and Finance, Business Administration, or a related field, with an ACA, ACCA, CPA, or another recognized professional accounting qualification. A Master’s degree in a relevant discipline is preferred.

Preferred Knowledge, Skills and Abilities:

  • Experience in managing and administering sub-awards and audits.
  • Experience with funds control and monitoring of fraud and abuse.
  • Experience with arranging logistics for large events and conferences.
  • Knowledge of internal control policies and procedures.
  • Previous finance and administrative experience with USAID or other donor-funded projects preferred.
  • Ability to communicate effectively, both verbally and in writing, with accounting and non-accounting individuals.
  • Fluency in Arabic Preferred

Working Environment: Work is typically performed in an office environment.

Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.

Supervisory Responsibility: This position does not have supervisory responsibilities.

Travel: Travel within Iraq may be required.

Work Authorization: Candidate must be authorized to work in Baghdad or Erbil Iraq.
