Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

Under the direct supervision of the Chief Resource Management Unit (Chief RMU), and in close coordination with the Resources Management Unit of the Regional Office for Middle East and North Africa (MENA) in Cairo, the Department of Financial and Administrative Management (DFM), and other relevant Divisions/Units at Headquarters (HQ), and the Administrative Centres in Manila (MAC) and Panama City (PAC), the Senior Finance and Budget Officer will be responsible and accountable for administering, monitoring and managing the financial, budgetary and treasury activities in the Country Office and it’s sub-offices.

Core Functions / Responsibilities:

  1. Provide expert advice and feedback to the Chief RMU, on the financial management of Gazaresponse.
  2. Oversee the budgetary planning, preparation, analysis, monitoring and reporting of Gaza response programmes.
  3. In close collaboration with respective Resources Management Unit (RMU), take a lead in the standardization, establishment and implementation in compliance with IOM’s financial rules and regulations of the following:
  4. Project structures and mapping guides to facilitate financial performance monitoring and reporting. Work closely with the PRIMA team and provide technical guidance to the relevant colleagues on this system and related processes;
  5. User-friendly tools and templates on budgeting, financial analysis and monitoring, review, reporting and evaluation,
  6. Standard operating procedures (SOPs) for financial monitoring aspects of Gaza response programmes,
  7. Establish Means of Verification required for justification of expenses; and,
  8. Develop adequate tools for monitoring of Implementing Partners, as well as close coordination with programme/cluster.
  9. Ensure that Budgets Monitoring and Reporting Unit meets IOM and donor financial compliance requirements.
  10. Contribute to the set-up, implementation, expansion and close-out of programmes and grants with Implementing Partners via providing advice and guidance on compliance relevant to financial management and accountability, on terms and conditions of awards and agreements as well as IOM’s financial rules and regulations in close coordination with Chief Resource Management.
  11. Develop and recommend process and internal control mechanisms to increase efficiency and effectiveness and ensure that IOM standards are met in Gaza Emergency Response Office.
  12. Oversee budgetary planning, review financial viability, and provide expert advice and guidance on justification and sustainability of funding requests including start-up budgets and associated risks; co-funding requests.
  13. Take a lead in coordinating analysis of annual budget submissions; preparation of annual budgets in coordination with the Chief Resource Management and prepare presentations of final budgets, performance reports, new financial templates and tools including narrative justification for senior management’s consideration.
  14. Provide expert advice, guidance and feedback on budgetary planning, monitoring and control, including proposal of cost-effective solutions and corrective measures, to ensure transparent. and fair allocation, generation and mobilization of resources and the use of cost-effective services.
  15. Evaluate and endorse budgets proposals and ensure completeness and accuracy, with a view of seeking adequate coverage of shared staff and office costs and relevant risk management aspects.
  16. Ensure the timely and accurate review, consolidation, and submission of financial reports to the donors within set deadlines.
  17. Deliver in-house training sessions relevant to the professional area to build capacity of IOM staff involved in financial management, monitoring, reporting and resource management functions in Gaza Emergency Response Office.
  18. Assist internal and external auditors in matters concerning the financial aspects. Respond to financial audit queries. Analyse recommendations and lessons learnt from internal and external audits relevant to the financial management, ensure proper follow up and action on relevant recommendations.
  19. Establish and maintain a system for reporting and sharing relevant financial updates with internal and external stakeholders; develop reporting templates for financial and narrative reports and establish clear deadline for submission of regular financial performance reports.
  20. Synthesize and coordinate with other Country Offices supporting Gaza operations and units the interim and final financial reports in accordance with project requirements and IOM financial regulations prior to submission to the Project/Cluster Managers and donors.
  21. Provide inputs to agreements, financial management rules and procedures and prepare working papers, documents, reports, programme and budget.
  22. Confirm the appropriate budget lines (WBS), and guidance on administrative and financial matters to the Project/Cluster Managers.
  23. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Finance, Accounting, Business Administration, Management or a related field from an accredited academic institution with seven years of relevant professional experience; or,
  • University degree in the above fields with nine years of relevant professional experience.
  • Professional certification as Chartered Accountant (CA) or Certified Public Accountant (CPA),Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) is an advantage.

Experience

  • Extensive experience in all areas of financial administration including financial management, accounting and budgeting;
  • Extensive experience in human resources management;
  • Extensive experience in supply chain management;
  • Experience using an Enterprise Resource Planning system;
  • Experience in large emergency operations an advantage;
  • Experience in oversight of contracting of partners, vendors, and administration of financial grants;
  • Experience in monitoring and evaluation and / or audit an advantage; and,
  • Working experience in complex environment setting is required.

Skills

  • Knowledge of Oracle highly desirable;
  • Ability to work closely with government and international officials;
  • Demonstrated ability to act independently and exercise sound judgment;
  • Ability to work under pressure;
  • Demonstrated ability to prepare clear and concise reports;
  • Ability to use software to gather, collate, analyse, and present complex information; and,
  • Knowledge of International Public Sector Accounting Standards (IPSAS) an advantage.

Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English, is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian and Spanish) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

This position will sit in Amman as part of the Gaza Coordination Office and its sub-offices.
