You will be part of the North West & Central Region (NW&C) which consist of three routes – North West, Central and West Coast South – and a regional team supporting Regional Major Programmes & Professional services
This vacancy is for a Senior Project Engineer (Telecoms) position within the Capital Delivery Signalling, Telecoms and E&P (STEP) Renewals Team based in Birmingham. The STEP Renewals team carry out a variety of renewals projects, of varying size and complexity, throughout the North West and Central Region of Network Rail.
You will be expected to have experience of telecoms engineering in the railway environment particularly on multi-disciplinary projects as well as an appreciation of other railway engineering disciplines. Previous experience of leading teams of engineers on projects, providing engineering input to tenders and their evaluation and the capability to communicate across all levels would be an advantage.
The role will involve working across the Telecoms discipline on Operational Comms and SISS systems and you will have proven experience of working and managing multiple stakeholders, both internal and external, during delivery. Demonstratable experience of the design processes and deployment of IP networks in support of multi-disciplinary projects. Ability to consider the impact of new or altered Telecoms infrastructure during solution development and manage updates to standards, process and product approval prior to entry into service.
As a Senior Project Engineer (Telecoms) you’ll lead and manage the use of appropriate engineering standards in relation to design and construction, on all projects so they comply with legislation, Railway Group and Network Rail company standards. Review and make recommendations on derogation and non-compliance applications to Telecoms engineering related standards and represent the region at standards working groups.
1. Implement Network Rail systems and procedures to deliver a cost effective, high quality and safe approach to design, construction, commissioning and other technical activities on relevant projects. Review all relevant legislation and liaise with relevant governmental departments.
2. Monitor the competence of all Project Engineers working on projects within the functional discipline and provide functional guidance, direction and briefing.
3. Apply engineering controls and procedures to all projects so all design and construction contracts include reference to appropriate Railway Group and Network Rail Company standards applicable to their discipline.
4. Apply relevant techniques and procedures of quantified and qualitative risk assessment and HAZOP analysis to all projects and check whether the environmental aspects of all projects are managed in accordance with Network Rail Environmental Policy.
5. Monitor all projects for compliance with Railway Group and Network Rail Company standards and Network Rail project control procedures.
6. Advise project and programme management in respect of all construction activities, testing and commissioning, and site supervision. Monitor whether the design and construction elements meet the requirements of legislation, including the Common Safety Method for Risk Evaluation and Assessment (CSM RA) and for Construction (Design and Management) (CDM) regulations.
7. Monitor the competency of contractors’ design, construction and specialist personnel.
8. Undertake reviews of design and construction activities. Arrange audits of contractors to monitor whether safety and quality of design, construction testing and commissioning and management systems are adequate.
9. Carry out the duties of Project Engineer (Telecoms) on multi-disciplinary projects.
10. Carry out the duties of designated project engineer (DPE) on multi-disciplinary projects.
