Job Description
Position Title: Telecom Analyst
Reports To: Telecom Manager
Department: Tier 2 Infrastructure
Work Location: Costa Rica (Remote)

Position Summary
Responsible for activities involved with aligning vendor products and processes with internal engineering solutions to fulfill project requirements; understand voice and network transport technology as well as vendor order process associated to said voice and network technology and educate internal groups on new services or enhancements develop the circuit order processes to ensure adherence to corporate standards; participate in the development of circuit inventory databases and tools; communicate circuit status and escalate provisioning issues to assigned departments (e.g., engineering, project management, etc.)
Essential Functions/Duties and Responsibilities
- Manage the procurement of telecommunication services through the telecom life cycle.
- Responsible for gathering requirements with Engineering teams from internal customers, requesting quotes and presenting solutions with quotes to engineers and internal customers for decision making.
- Ensures service provider contracts are processed through internal contracts process and issues service orders to providers.
- Manages orders through the provider’s installation process and coordinates with internal teams to insure timely completion.
- Escalates issues with providers to ensure timely delivery quickly.
- Provides timely and detailed installation documentation for installation teams and provides installations support to ensure successful test and turn up.
- Reviews of expiring carrier contracts for renegotiation, re-quote of competitive services or newer technology replacement.
- Provides recommendations to management team for course of action approval, ensures billing is accurate to contracts.
- Employs Telecom best practices in reviews of telecommunications invoices to identify overbilling by providers, audit of services in use to billing and proposes changes in services for optimum expense management, and monitors and enforces service level agreements. Requests appropriate credits and ensures credits are issued on invoices.
- Maintains a report showing the financial impact of contract changes, billing disputes, credit requests and service technology changes.
- Supports Telecom Accounts Payable in insuring appropriate general ledgers are charged for the services, and appropriate accruals are entered on new projects.
- Assist in revenue and expense forecasting related to annual telecom budget and expenditures. Defines scope, budget, and schedule estimates for business telecommunications projects. Accurately tracks budget and schedule estimates to ensure targets are met.
- Support LLS’ Quality Management System (QMS) to continually improve the Division’s processes, procedures, and services; and thereby increase efficiency, productivity, effectiveness, and customer satisfaction.
Qualifications
- 3+ years carrier provisioning experience required.
- Telecom Product Knowledge (e.g., MPLS, Frame Relay, Ethernet, Inbound, and Outbound Voice, SONET, TDM, VPLS) required.
- Familiarity with Carrier Tools (e.g., Business Direct, Compass) preferred.
- Familiarity with Circuit Inventory Systems (e.g., Tangoe, Metasolv, Granite, Rivermine) preferred.
- Proficient in MS Office Suite (Excel, Word, Outlook.)

- Must have sufficient manual dexterity type in all Microsoft platforms.

- Involves light physical activity performing non-strenuous daily activities of a primarily administrative nature.
