Salary Range: $63,401.31 – $84,640.75

General Description and Classification Standards

Establishes communications systems by installing, operating, and maintaining voice and data telecommunications network circuits and equipment; Develops the planning, design, acquisition and implementation of City’s voice communication system and infrastructure. This is a Senior level engineer. This is a fully seasoned professional level capable of independently carrying out most assignments typical of profession. This level would be attainable by multiple incumbents in a work group (not necessarily all) but would not be an “automatic” promotional level. 

Supervision Received

Works under very general supervision. Depending on organization structure, may work independently with responsibility for an assigned function or program.

Essential Duties & Responsibilities These are typical responsibilities for this position and should not be construed as exclusive or all inclusive. May perform other duties as assigned.

Establishes voice and data networks by running, pulling, terminating, and splicing cables; installing telecommunications equipment, multiplexors, cable trays and coordinating with contractors.

Installation and testing associated with network cabling – Cat 5, Cat 6, Fiber Optic, Risers, Tie Cables, Fusion splicing, copper splicing, conduit installation

Evaluates City requirements to determine whether an internal or operating company system is more appropriate.

Hands-on experience designing, installing, and troubleshooting cabling and wiring systems

Ability to support audio visual equipment (Microsoft conference room solutions and products)

Conducts project planning, cost analysis and vendor comparisons.

Performs traffic study analysis to determine best configuration of systems. 

Monitors internal systems to identify need for system modification, upgrade or replacement.

Supporting and optimizing all telephone systems and services, voice mail and PBX communication systems, and video conferencing environments. 

Strong hands-on knowledge of the installation, implementation, and maintenance of telecommunications equipment, video teleconferencing equipment, and voice/data equipment, including gateways, virtual PBX, IP Handsets, routers, and switching equipment

Working technical knowledge of current telecommunications practices, protocols, and principles, including MPLS, PRI, VLAN, QoS, SIP

Decision Making

May work independently with responsibility for assigned program.

Leadership Provided

Routinely provides training and/or project leadership to less experienced professionals or support staff. May supervise clerical or support staff.

Extensive knowledge of concepts, processes and tools of the telecommunications industry. Knowledge of telecommunications systems operations among related organizations and functions.

Ability to plan and carry out virtually any typical assignment within professional area. Ability to train others; ability to build effective relationships within the organization.

Minimum Qualifications – Education and Experience

Bachelor’s degree in computer science or electrical engineering (equivalent professional experience may be considered for substitution for the required degree on an exception basis).

Understanding and knowledge of telecommunications infrastructure and voice/data 

Previous experience with structured cabling (Cat5, Cat6, fiber, Coax, etc)

Knowledge of directional boring rigs, trenchers, aerial, and locating is a PLUS

Preferred Education & Experience

Degree in Computer science or electrical engineering and 5-8 years’ of telecom experience.

Must have some project management or leadership experience.

Licensures and Certifications

BICSI Certification

Fiber Optic Certified

Occasional inspection of cables and wiring in floors and ceilings

Lifting and transporting of moderately heavy objects, such as telecommunications equipment and peripherals

On-call availability for rotating schedule
