This position serves as a Telecommunication / Information Technology (IT) Coordinator for the Department of Innovation & Technology (DoIT). In this role you will receive telecommunication and IT requests for equipment and/or services from Agency staff and will update agency specific records in EMS1 including cost center codes and name changes to maintain correct billing information. In addition, you will monitor and analyze agency usage of telecommunications and IT services and make recommendations to division managers and/or fiscal on cost savings opportunities. This position is responsible for conducting feasibility studies and visiting sites affected by moves/relocations to determine telecommunications and IT needs and preparing of service requests. This position also serves as liaison to National Communications Systems through the U. S. Department of Homeland Security. Essential Functions

  • Under direction, serves as a Telecom/IT Coordinator for the Department of Innovation & Technology, receiving agency telecommunication and IT services requests for equipment and services from staff within the agency:
  • Monitors and analyzes Agency usage of telecommunications and IT services and makes recommendations to division managers and fiscal on cost savings opportunities:
  • Conducts telecommunication feasibility studies to ensure the most cost effective and efficient methods are followed.
  • Serves as an Agency liaison to the DolT enterprise service teams for purposes of conducting the annual inventory of telecommunications and IT equipment.
  • Keeps abreast of new developments in the information technology field by continuing education through meetings, training sessions, seminars, and conferences to increase familiarity with and remain current on products, vendors, techniques, and procedures.
  • Serves as an Agency liaison to the National Communications Systems through the U.S. Department of Homeland Security for the issuance of Government Emergency Telecommunications Service and Wireless Priority Service cards for critical/operational Agency employees.
  • Reviews reports from the Agency personnel division to ensure that the employee information is up to date.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college with course work in business or public administration. 
  • Requires one (1) year of responsible administrative experience in a public or business organization.

OR

  • Requires completion of an agency approved professional management training program. 

Specialized Skills

  • Requires one (1) year of professional experience in customer service utilizing IT terminology or technical experience in ordering or supporting wireless, voice, and data services.
  • Requires one (1) year of professional experience utilizing service management tools such as ServiceNow or similar platforms which manage and track IT/Telecom service requests.

Preferred Qualifications

  • One (1) year of professional experience in customer service utilizing IT terminology or technical experience in ordering or supporting wireless, voice, and data services.
  • One (1) year of professional experience utilizing service management tools such as ServiceNow or similar platforms which manage and track IT/Telecom service requests.
  • One (1) year of professional experience conducting telecommunication feasibility studies to ensure the most cost effective and efficient methods are followed.
  • One (1) year of professional experience reviewing and assessing technical documentation, ensuring completeness and accuracy in service requests. 
  • Ability to plan and coordinate the procurement of telecommunication and IT equipment and services for departmental sites, including involvement in large-scale office moves. 
  • One (1) year of professional experience analyzing telecommunication service usage data, identifying cost-saving opportunities, and making recommendations for optimization. 
  • Ability to manage multiple service requests and tasks simultaneously while adhering to deadlines.
  • Ability to develop and maintain cooperative working relationships.
  • Developed verbal and written communication skills to present information to others with clarity and precision.
  • Extensive knowledge of Microsoft Office Word and Excel.

  • Requires ability to work overtime including scheduled, unscheduled, short notice, evenings, weekends, and holidays.
  • Requires ability to work outside of normal business hours to meet deadlines.
  • Requires the ability to serve in an on-call capacity.
  • Requires adherence to the revolving door restrictions outlined in 5 ILCS 430/5-45. Consequently, employees should be aware that in the event of receiving a non-State employment offer during state employment or within one year immediately following the termination of State employment, they are required to inform the Office of the Executive Inspector General (OEIG) for the Agencies of the Illinois Governor before accepting such non-State employment. Failure to notify the OEIG may result in the imposition of a fine.
  • Requires compliance with the provisions outlined in section 4A-101 of the Illinois Governmental Ethics Act, necessitating the occupant of this position to file of a Statement of Economic Interest. Pursuant to the Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.), specific state officials and employees are required to annually submit Statements of Economic Interest to the Office of the Secretary of State, which will be accessible to the public for examination and copying. Employees subject to this requirement must also file a Supplemental Statement of Economic Interest with the Executive Ethics Commission, as specified in Executive Order 15-09. Failure to submit these statements in a timely manner may result in fines and penalties.
