ABOUT ICM
The International Confederation of Midwives (ICM) is comprised of 136 Member Midwives’ Associations, representing 117 countries across every continent. Together these associations represent over 1 million midwives globally, organised in six regions. We work closely with organizations such as the WHO, UNFPA, and other UN agencies to advocate for midwives and midwifery-led care. ICM also works in partnership with these and other organizations to ensure midwives worldwide are prepared and well positioned to respond to emergent humanitarian and climate crises, strengthening midwifery care in times of need. ICM’S GOVERNANCE STRUCTURE
ICM is governed by the Council, who is the highest decision-making authority and sets ICM’s strategic direction, meeting with two delegates from each MA and the ICM Board annually.
The ICM Board implements Council decisions and leads the preparation of the triennial strategic plan. The Board includes six Regional Members, the President, and the Treasurer. The Treasurer is a key leadership position responsible for financial oversight, governance, and strategic financial planning.
The registered Head Office is in The Hague, The Netherlands.
ROLE DETAILS
- Term length: Appointments for this role is of up to 4 years, with the possibility of extension for a second three-year term.
- Time commitment: The Treasurer is expected to commit an average of 40 days per year for this role.
- Compensation: Voluntary role with reimbursement for reasonable expenses as per ICM Governance Policies. In addition, an honorarium of 4000€ may be paid annually.
- Location: The ICM Treasurer, as well as other Board members, will primarily work remotely from their home country, enabling participation regardless of location. However, applicants are expected to travel once a year to The Hague for a three-day in-person meeting, and once every three years to the Triennial Congress (next in Lisbon, 2026). All necessary travel expenses for these meetings will be covered in line with ICM’s policies.
- Eligibility: Eligible candidates must meet all the essential criteria in the Person Specification for the ICM Treasurer (see attachment 1 below). The ICM Treasurer will be appointed by the ICM Board Governance Committee.

We welcome interest from anyone with the appropriate skills to strengthen our Board. The ideal candidate would need to make a commitment to ICM, have strategic vision, experience in financial oversight, good independent judgement, and an ability to think creatively.
We seek a committed, skilled professional with:
- A recognized finance qualification (CIMA/CIPFA/ACCA/ACA) and experience in financial management, reporting and budgeting.
- Deep understanding of and experience with governance and financial oversight, with the ability to differentiate between governance and operations.
- Experience in risk management, audit, and compliance oversight.
- Strategic thinking and analytical skills, with the ability to assess financial implications of decisions.
- Excellent communication skills, including the ability to explain complex financial information to non-financial stakeholders
- Commitment to Justice, Equity, Diversity, and Inclusion (JEDI).
- Integrity, transparency, and the ability to work collaboratively with the ICM Board.

You don’t need to be a midwife to apply! The Treasurer is the only Board member not required to be a midwife or a member of an ICM Member Association.
THE ROLE
The Treasurer works with the President of the Board to enact the decisions of the ICM Council and steer the Board in meeting its strategic and governance responsibilities. The Treasurer has oversight of the financial health of ICM advising on financial reporting, financial risk management and audit matters.
Key responsibilities:
- Chair the Finance, Audit, and Risk Committee, ensuring alignment with ICM’s strategic priorities.
- Provide financial oversight and ensure compliance with governance, legal, and regulatory requirements.
- Work with the Chief Executive to develop budgets, analyse financial reports, and present financial narratives.
- Advise the Board on financial risks, strategic planning, and governance best practices.
- Communicate financial insights clearly to Board members and stakeholders.
- Represent ICM as an advocate, leveraging your networks and expertise to support our mission.
