Context:

The Treasury Division forms part of the Department of Financial and Administrative Management and is responsible for the custody and investment of IOM’s cash resources and all banking relationships and services.

The Treasury Division is responsible for all liquidity, cash management and investment management in IOM. Treasury is increasingly tasked to provide practical support and lead strategical development for banking solutions across IOM.

Under the direct supervision of the Senior Treasury Project Officer, the Treasury Officer will assume the role of Lead Banking Implementation Specialist, taking responsibility for the implementation of pre-agreed solutions with the respective Treasury applications (FIS TRAX, E-Banking, TMS), as well as providing support for IOM’s existing Straight Through Payment Process (STPP) solutions.

The Treasury Officer will be part of the Treasury Projects Team and will work in close collaboration the Treasury Team, IOM local offices, external financial institutions, and third-party vendors to ensure the successful integration of banking solutions, optimizing our treasury operations and payment processes.

Core Functions / Responsibilities:

  1. Manage the implementation and integration of banks segments for the IOM Payment HubProject (FIS TRAX) by leading User Acceptance Testing (UAT) and generating support documentation for technical operational coordination between systems and external stakeholders. Coordinate and conduct UAT in collaboration with external parties, Regional, and Country Offices. Collaborate and work closely with the Treasury Technical Officer to implement the associated activities.
  2. Participate in meetings with banks, and comment and document on the technical aspects during these meetings and incorporate them into planning for projects.
  3. Manage the collection and review the needs of Regional and Country Offices in accordance with IOM financial rules, working alongside the Treasury Officer, responsible for banking relationships and Treasury risk. Evaluate the banking options offered by banks to meet these needs and provide support in their implementation working alongside technical divisions of the relevant banks.
  4. Contribute and provide technical inputs and support for the IOM Oracle ERP implementation, specifically addressing Treasury and Payment requirements.
  5. Manage the coordination of technical requirements and assistance to the TreasuryManagement Software (TMS) application provider and ERP Technical team.
  6. Manage TMS interfaces with the Banks’ internal and external systems and reconciliation of all treasury data to these systems.
  7. Manage Treasury-related data management across source systems with collaboration from the Treasury Technical officer.
  8. Contribute and provide technical inputs and support to other technical projects related to automation of TMS collaboration with Treasury projects team.
  9. Act as the Technical Administrator of the IOM Treasury Management System (TMS) and IOMPayment Hub (FIS TRAX), including the establishment of new connections and the ongoing maintenance of existing connectivity with partner banks, utilizing both SWIFT, EBICS, and Host to Host protocols.
  10. Act as Technical Administrator HQ e-banking platforms.
  11. Collect and review all ERP enhancements from the Regional and Country Offices for approval by the Senior Project Treasury Officer relating to payments processes.
  12. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in finance or a related field with five years of relevant professional experience; or,
  • University degree in the above fields with seven years of relevant professional experience.

Experience

  • At least three years of hands-on experience in system administration related to Treasury/banking applications (other than e-banking platforms). Knowledge of COUPA and FIS applications such as TRAX and Integrity are advantageous.
  • Experience in establishing and maintaining bank connectivity channels.
  • Experience in delivering Treasury-related ERP integrations and other automation solutions tailored for Treasury operations.
  • Proven hands-on experience in managing all aspects of payment processing, including end-to-end payment flows, bank integration, various payment methods, and the handling of payment messages.
  • Prior exposure to Coupa management system, FIS TRAX, and/or Oracle Cloud isa dvantageous.

Skills

  • Background in finance/banking and relevant project management experience.
  • Knowledge of Treasury operational functions across Back, Middle, and Front office.

Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
