Context:
IOM has established a Flexible Funding Mechanism (FFM) to fund strategic priorities to deliver on the ambition of IOM’s Strategic Plan, 2024-2028. A Flexible Funding Unit (FFU), housed in the Office of Strategic Planning and Performance, is established to function as a multi-Department effort to administer the FFM.
Under the overall supervision of the Senior Director of the Office of Strategy and Organizational Performance, and the direct supervision of the Chief of Strategic Planning and Results Division, and in close coordination with Budget Division and Finance and Accounting Division, the Head of Flexible Funding Unit will lead the newly created Flexible Funding Unit (FFU) to ensure strategic utilization of IOM’s unearmarked and softly earmarked funding to deliver on institutional priorities under the FFM.
Core Functions / Responsibilities:
- Ensure strong alignment of the work of the Flexible Funding Mechanism (FFM) with IOM institutional strategic priorities, as centred on the IOM Strategic Plan 2024-2028, as measured through the IOM Strategic Results Framework (SRF).
- Provide authoritative technical advice on measurement of IOM’s institutional results achieved through the FFM, as well as the structure of IOM’s Global Appeal, including ways to best align interventions with the IOM Strategic Results Framework (SRF).
- Provide substantial support and provide authoritative advice to the Senior Director of the Office of Strategy and Performance in providing recommendations to the Director General (DG) and Leadership Team in relation to funding priorities for flexible funding.
- Lead high quality analysis of requests from HQ, Regional and Country Offices, for extra budgetary funding taking into account the overall flexible funding secured by IOM, and resource mobilization plans developed linked to regional and country strategies.
- Manage the work and staff of the FFU with a particular focus on strategic alignment and results-based management of the interventions funded by the FFM.
- Provide regular updates and recommendations to the Senior Director for the Leadership Team with a focus on results achieved and emerging operational needs.
- Oversee and ensure close collaboration and communications between recipients to ensure programmes and interventions are implemented effectively, lessons are learned, and synergies achieved.
- Coordinate the high-quality narrative report, and coordinate with Finance and Accounting Division and Budget Division on financial reports, on the functioning of the FFM, as part of IOM’s reporting obligations to its Governing Bodies, including dedicated reporting on results achieved through this flexible funding.
- Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
- Master’s degree in Political or Social Science, Business Administration, International Relations, Law, or a related field from an accredited academic institution with seven years of relevant professional experience; or,
- University degree in the above fields with nine years of relevant professional experience.
Experience
- Extensive experience in resource management;
- Extensive experience in programme formulation, implementation and evaluation;
- Experience in project development, implementation, and reporting, including financial and budgetary aspects;
- Experience in results-based management approaches, and ideally experience utilizing IOM’s Strategic Results Framework (SRF), as well as high degree of familiarity with PRIMA;
- Experience with providing policy advice to senior management, as well as preparing briefings for Member States;
- Experience working in IOM Regional and/or Country Offices is highly desirable; and,
- Experience supporting and working with cross-functional teams in a dynamic environment.

Languages
IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.
For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
