Overview: IBTCI is preparing to submit a proposal for the upcoming Yemen Monitoring, Evaluation and Learning Project II (YMELP II) solicitation. We are seeking an experienced Finance and Administration Consultant (STTA) based in Amman, Jordan to support YMELP II, a USAID third-party monitoring (TPM) and verification contract. This contract aims to monitor USAID humanitarian assistance and verify and provide independent confirmation of humanitarian aid programs in Yemen. The expected period of performance is April 22, 2024 – May 30, 2024.

Responsibilities

Essential Duties:

  • Ensure the daily accounting functions are executed timely and accurately
  • Prepare monthly project financial documents and send end-of-month financial reports in hard copy and electronic copy for COP approval
  • Prepare all project payment vouchers and funds transfer requests
  • Monitor all project expenses according to the IBTCI field office budget and policies
  • Prepare monthly project funds requests for COP approval
  • Prepare documentation and execute COP-approved monthly payroll
  • Ensure that all finance functions of the project are carried out within the framework of IBTCI and USAID policies and procedures
  • Assist the field office in managing all financial/admin practices, as needed.

Qualifications

Minimum Requirements:

  • Ten years plus of relevant professional work experience in finance and admin work mainly in INGOs and USAID-funded programs.
  • Excellent MS Word and MS Excel skills and other applications such as QuickBooks are essential, and,
  • Excellent command of English and Arabic is necessary.
  • Oral and written fluency in English required, fluency in another language preferred.

Education: BA in finance/accounting, master’s degrees, and professional certification are a plus.

Supervisory Responsibilities: This position does not have supervisory responsibilities.

Travel: No international travel required.
