Human Resources is instrumental in recruiting, on-boarding, and supporting the employees and management throughout the employee life-cycle.Reporting to the Director of Human Resources, the HR Operations Manager will manage the Recruitment Team (through the Recruitment Manager), HR Business Partners, and the HR Operations Team to deliver efficient and effective HR processes to the Hospital. They will liaise strongly with Hospital departments to understand the Hospital’s current and anticipated needs, and deliver innovative and class leading HR services to support excellent patient care.HR plays a key part in fostering a culture of excellence, positivity, compassion and teamwork within the hospital.Key Responsibilities and DeliverablesStrategic

  • Plan, strategize, and implement continuous improvement projects for the delivery of service in conjunction with the Director of Human Resources.
  • Deputise for Director of Human Resources as required.
  • Champion the need for change and leads change projects in the context of a high growth organisation.
  • Ensure compliance with Joint Commission International (JCI) and other quality standards with rigorous processes and regular audits.
  • Promote an inclusive, positive, welcoming and caring working environment for all staff.
  • Act as a role model for positive management.

Operational

  • Recruitment & Onboarding: Work closely with the Recruitment Manager to drive all aspects of the recruitment of employees.
  • Business Partnering: Lead HR Business Partnering programme of work. Works closely with the HR Business Partners to deliver effective proactive and reactive support to staff and management.
  • Employee Records Management: Lead the HR Operations Team to ensure accurate and confidential records are maintained, ensuring compliance with legal and regulatory requirements.
  • HR practices & Processes: Develop efficient and effective HR practices, processes, documentation and forms to deliver a best-in-class HR Operations Service.
  • Payroll: Manage team to deliver timely and accurate payroll information to Finance.
  • Pay Reviews: Lead the Hospital’s annual pay review process
  • Performance Management: Lead the Hospital’s annual performance appraisal process, in conjunction with the HR Business Partners.
  • Compliance and reporting: Educate staff on policies, procedures and best practice. Ensure compliance with Irish HR Legislation and hospital policies.
  • Reporting: Prepare and maintain HR Reports.
  • HR Policies & Procedures: Develop, implement and communicate HR policies and procedures to ensure consistency, fairness and compliance.

Stay updated on HR best practices and changes in employment legislation.Manage all updates in the company handbook in a timely manner.

  • Training & Development: Support the identification of training needs and coordinate training programmes for staff/management development.
  • Service Recognition Programs: Lead the annual service recognition programs that acknowledges service milestones (10 year and 15 Year work anniversaries)
  • Collaboration: Work closely with other departments to support organisational goals and initiatives.

Foster strong working relationships with employees at all levels to enhance HR service delivery.People

  • Manage HR Operations team, creating a positive and high performing environment with strong team work.
  • Manage time and attendance for the HR Department, managing annual leave, absences etc.
  • Manages teams performance including annual performance reviews.
  • Mentor, coach, train and develop team members.

Person SpecificationQualifications

  • Degree or MSc in a Human Resource Discipline
  • CIPD membership

Experience

  • Prior experience working in HR Operations at a senior level in a complex, high volume, multishift environment.

  • Must be able to lead and manage effectively to create a positive, high performing team
  • Very high attention to detail and ability to translate to great policies and processes
  • Must build relationships and work closely with key interactions
  • Demonstrated aptitude for analytical thinking including the ability to research problems, identify and implement solutions
  • Competent in the use of MS Office Suite, and the compilation of reports and presentations.
  • Strong understanding of employment laws and regulations.
