We have an exciting opportunity for a Policy and Advocacy Analyst to join our team as a key strategic advisor and operational support to Ecocem’s Director of Public Affairs and Sustainability.This is a rare opportunity to join a business that can change the world for the better. This role is based in our Irish headquarters in Eastpoint Business Park.This role is pivotal in advancing Ecocem’s public policy agenda. The candidate will focus on technical files, policy engagement, and coordination of our global efforts in technical committees, standardisation etc, influencing policy frameworks in the EU and globally.RequirementsRole RequirementsSupport the Director of Public Affairs and Sustainability by coordinating cross-functional projects, and leading initiatives as assigned.Monitoring and Coordination of Technical Developments

  • Track and evaluate key developments from technical committees and working groups relevant to low-carbon cement and sustainability across European and global contexts.
  • Identify and assess the strategic relevance of technical outcomes, ensuring alignment with the company’s public affairs and sustainability priorities.
  • Partner with national-level representatives in mirror groups to align technical and policy objectives across markets.
  • Facilitate collaboration between technical, sustainability, and public affairs teams to provide a unified and strategic approach to engaging with European and global stakeholders.

Policy Alignment and Position Coordination

  • Work closely with public affairs and policy teams to integrate technical insights into advocacy strategies, ensuring coherence between technical positions and policy messaging.
  • Support the development of evidence-based policy positions that incorporate technical expertise and sustainability objectives.
  • Liaise with the sustainability team to ensure technical and environmental considerations are reflected in advocacy efforts, strengthening the company’s position as a low-carbon leader.
  • Collaborate with the communications team to translate technical and policy developments into clear and impactful messaging for both internal and external audiences.
  • Coordinate with technical and sustainability teams to prepare updates, reports, and advocacy materials that reflect a balanced understanding of technical and policy issues.
  • Ensure internal stakeholders across regions are informed of relevant technical and policy developments, fostering alignment and knowledge-sharing across the organization.

Policy Monitoring and Analysis

  • Continuously monitor and analyse policy and legislative developments within the EU, Member States, and globally, focusing on low-carbon cement, sustainability, construction, and climate legislation.
  • Stay informed about major legislative initiatives, such as the EU Green Deal, Fit for 55, and Clean Industrial Deal, as they pertain to low-carbon construction and cement.
  • Summarise complex regulatory and legislative processes into accessible reports, updates, and presentations for internal and external stakeholders.

Strategic Advocacy and Stakeholder Engagement

  • Develop and maintain a network of policymakers, regulators, and industry stakeholders, especially in Brussels and other key EU locations, to advocate for policies favourable to low-carbon cement.
  • Represent Ecocem in industry associations, policy forums, conferences, and other public affairs settings to promote low-carbon construction solutions and sustainable development. Represent Ecocem at external events and media engagements, positioning the company as a leading voice in sustainable construction and low-carbon innovation.
  • Draft and deliver high-quality presentations, reports, and communications for external stakeholders, aligning messaging with company objectives and the larger public discourse on low-carbon solutions.

Research and Analytical Reporting

  • Lead research projects on policy and market trends affecting low-carbon materials and technologies, coordinating with strategy team to provide comprehensive coverage of relevant legislation and its impact on the construction market.
  • Contribute to global datasets and visualization projects, providing insights into topics such as emissions standards and reporting, and regulatory compliance in construction.

Required Experience and Qualifications

  • Master’s degree in engineering, policy, economics or other relevant field
  • Minimum of 5 years of experience in policy analysis, data-driven research, and public affairs representation
  • Past experience in a government or EU institution is a plus

  • Strong work ethics, self-organisation and autonomy, ready to take on challenges and learn new skills, and above all showing the ability to work in a team
  • Strong interest in climate change, innovation and clean technology and willingness to keep up with the latest research and industry developments
  • Excellent critical thinking, written and verbal communication skills
  • Fluency in French desirable, not essential
